The Wyoming Health Council (WHC) announces the anticipated availability of federal Title X Family Planning Program funds for the five-year project period of April 1, 2027, through March 31, 2032.

WHC intends to apply for these anticipated federal Title X funds and, as required under federal guidelines, must conduct a competitive process to identify organizations to include as subrecipients in its Title X grant application.

Through this Request for Applications (RFA), WHC invites qualified organizations interested in providing voluntary, high-quality family planning services to apply for participation in the WHC Title X Network.

WHC is committed to ensuring access to quality family planning services for low-income adults and adolescents throughout Wyoming. Current WHC Title X subrecipients, as well as public and private entities that are not currently under contract with WHC, are eligible to apply.

Anticipated Contract Period

If selected to continue as Wyoming's Title X grantee, WHC will serve as the direct federal grantee and distribute Title X funding to selected subrecipients throughout Wyoming to implement family planning services.

Initial subrecipient contracts are anticipated to cover the service period of:

April 1, 2027 – March 31, 2028

Subject to the availability of Title X funds, as authorized by Congress and awarded by OPA, annual renewal contracts may be available through March 31, 2032.

Renewal contracts will be contingent upon completion of a non-competing continuation application and satisfactory project performance, including compliance with Title X requirements and appropriate stewardship of federal funds.

Application Eligibility

At this time, WHC is soliciting applications from individual entities only.

Collaborative, collective, or subcontracted applications will not be accepted.

This RFA does not obligate WHC to fund any application or proposal. Initial and ongoing funding is contingent upon WHC receiving adequate federal Title X funding from the Office of Population Affairs (OPA).
