What is Title X?

  • Title X is the only federal grant program dedicated solely to providing individuals with voluntary, client centered, comprehensive family planning and related preventive health services. It is designed to provide access to contraceptive services, supplies, and education. Title X also expands access to breast and cervical cancer screenings and STI prevention, testing, and treatment.

    Title X is meant to help anyone, but it prioritizes people who live in or near poverty. According to the Family Planning Annual Report, for many people in the U.S., “Title X providers are their only ongoing source of health care and health education.”

  • At our Title X family planning clinics, you can get help putting your own Reproductive Life Plan into action. We help you consider your health, educational, career, financial, and relationship goals while thinking about if, when, and how many children you'd like to have. Our experienced staff and clinicians will provide you with education and information to support you in making informed choices based on your reproductive life plan. Wyoming Title X clinics provide comprehensive, high-quality family planning and reproductive health services for all adults and adolescents.

  • Family planning visits may include, but are not limited to:

    • Preconception care to support the healthiest outcomes for you and your baby (e.g., nutrition, physical and mental health, and safety), if, and when you’re ready.

    • Basic infertility services and counseling are provided for both partners facing difficulties in achieving a pregnancy.

    • Contraceptive services to help you prevent pregnancy until you’re ready to have children.

    • Pregnancy testing and opportunity to receive non-directive counseling and information about your options.

    • Sexually transmitted infection services to protect your reproductive health.

    • Related preventative health screenings (e.g., cervical cancer screenings)

    • Other preventative health screenings (e.g. screening for lipid disorders and checking blood pressure)

    • Counseling for adolescents regarding family participation, ways to resist sexual coercion, confidentiality, and mandatory reporting requirements.

  • Anyone who can cause a pregnancy or become pregnant can be a Title X client if they are receiving Title X services. That includes:

    • People of all income levels

    • People who don’t have insurance

    • People who don’t have government-issued identification

    • Adolescents seeking reproductive health care, such as testing and treatment for sexually transmitted infections (STI), pregnancy testing, annual exams, and information about birth control with or without parental consent. The adolescent may choose not to bill insurance and request confidential billing.

    Services must be provided without regard to religion, race, color, national origin, disability, age, sex, number of pregnancies, sexual orientation, gender identity, marital status, or status of residence.

  • At Title X clinics, people living with low incomes are our priority. Services are provided on a sliding fee scale based on the client's family size and income, and services are provided at no cost for people whose income and family size place them at 100% or below the Federal Poverty Level.

    For adolescents, income level may be based on the adolescent's income, not their parents' income.

    Clinics can bill insurance and may also have payment options. Please contact your local clinic for questions and information on cost of services.

  • Abortion services are not provided at our clinics.

    By law, Title X clinics must not perform, promote, or fund abortion as a method of family planning. Title X clinics will offer and provide pregnant clients with neutral, factual information and nondirective counseling on all legal options, including; prenatal care and delivery, infant care, foster care, adoption, and pregnancy termination. Clinics only provide the information and counseling requested by the client.

Wyoming Health Council and Title X

Wyoming Health Council became the statewide administrator of the federal Title X Family Planning Program in 1990. We currently support a network of 8 agencies with 10 clinic sites across the state serving more than 4,600 clients annually.

We provide access to family planning for all adults and adolescents who request our care, especially those with low incomes who may not have health insurance.

Reproductive and sexual health are where healthy families and children begin. Healthy relationships and strong, connected families and communities, where people are empowered to make their own decisions about when, if, and how many children they hope to have, is a key to the overall health and well-being of individuals, families and communities.

As the statewide Title X administrator, our work entails much more than just granting funds to clinics to provide services. We ensure access to equitable, inclusive, high-quality, and affordable reproductive and sexual health care for all by providing support, training, and resources to health care providers across Wyoming.

Access

For many of our clients, our clinics are their only access to health care. For many people, accessing comprehensive sexual and reproductive health care is next to impossible. By administering Title X funds and providing support, we ensure that clinics stay open and can provide the care that many Wyomingites desperately need.

By providing support and education to our clinics, we keep them on the leading edge of sexual and reproductive healthcare. Empowered with knowledge, our providers are better equipped to care for clients’ sexual and reproductive health care needs.

We support providers who support each client as an individual. Our Title X clinics empower our clients to make informed decisions about their reproductive health care by providing comprehensive, fact-based, and unbiased care.
