Title X (Ten) Family Planning is administered by the US Department of Health and Human Services in the Office of Population Affairs. Title X of the Public Health Service Act was enacted under the Nixon Administration with broad bipartisan support from lawmakers such as George HW Bush.

Title X is the only federal grant program dedicated solely to providing individuals with voluntary, client centered, comprehensive family planning and related preventive health services. It is designed to provide access to contraceptive services, supplies, and education.

By law, priority is given to persons from low-income families.
